文字列が指定接頭辞で始まるか確認

文字列 whole の先頭部分（head と同じ文字列長）と 文字列 head とを比較し、同じならば .true. を、 異なる場合には .false. を返します。 whole の文字列長が head の文字列長よりも短い場合には .false. を返します。

Parameters

[in]	whole	チェックする文字列
[in]	head	一致させる接頭辞

Returns

whole が head で始まる場合は .true.
